The Campaign Finance Board Denies Mayor Adams Public Matching Funds

The Campaign Finance Board (CFB) has once again rejected public matching funds for Mayor Eric Adams’ reelection campaign. This decision, made during an August 6 meeting, was based on the campaign’s alleged failure to provide requested information and a "reason to believe" that it violated campaign finance laws. The denial has sparked immediate criticism from Adams' team, who view the board's actions as unfounded and potentially biased.

Adams, running as an independent candidate after not participating in the Democratic primary, is now facing a challenging race against Democratic nominee and frontrunner Zohran Mamdani. The denied $3 million in public funds would have been a significant boost for his campaign, which has struggled to keep up with the spending cap of $8.3 million. Despite raising $1.5 million in the last quarter, Adams remains well behind his opponents.

Reasons Behind the Decision

During the meeting, CFB Chair Frederick Schaffer outlined two main reasons for the denial. First, the board found that Adams’ campaign provided incomplete and misleading information, which hindered the staff’s ability to complete their investigation. Second, the decision was based on a review of available evidence, including the board’s own independent investigation.

Schaffer emphasized the importance of enforcing campaign finance rules fairly and equally. “As stewards of taxpayer dollars, we are committed to ensuring compliance,” he said. However, the investigation into Adams’ campaign is still ongoing, and the board has not yet concluded its findings.

Rivals Receive Funding

In contrast to Adams, the CFB awarded matching funds to three of his rivals. Zohran Mamdani received nearly $1.7 million, while Republican nominee Curtis Sliwa was awarded $1.9 million. Independent attorney Jim Walden received $237,000. These decisions highlight the disparity in how the board has treated different candidates.

Former Governor Andrew Cuomo, who is also running independently after losing the Democratic primary, did not receive any funding. His campaign spokesperson, Rich Azzopardi, explained that this was because the campaign was not active during the last filing period and had not sought funding for that round.

Adams’ Response

Todd Shapiro, Adams’ campaign spokesperson, strongly criticized the board’s decision. He accused the CFB of making “vague and unsubstantiated accusations” and stated that the campaign is reviewing all legal options, including formal action to compel the release of the funds. Shapiro argued that the board’s claims lack specific violations and raise concerns about fairness and due process.

This is not the first time the CFB has denied Adams’ requests for public funds. Since December, the board has repeatedly withheld the money, citing the campaign’s failure to file required paperwork and Adams’ federal indictment, which was later dismissed. In May, Adams took the board to court in an attempt to force the release of the funds, but the case was dismissed by a judge last month.

The judge ruled that the CFB had valid reasons for withholding the funds, including the campaign’s failure to provide requested information and timely disclosure of conflicts of interest. However, the judge did not support the board’s reliance on the dismissed corruption case, noting that it was dropped at the request of the Justice Department under President Trump.

Ongoing Legal and Political Challenges

The rejection of public matching funds adds another layer of complexity to Adams’ reelection campaign. With limited financial resources, he must rely heavily on fundraising efforts to stay competitive. The situation also raises questions about the fairness and transparency of the CFB’s processes, especially given the repeated denials and the contrasting treatment of other candidates.

As the race for mayor continues, the outcome of Adams’ legal challenges and the CFB’s future decisions will play a crucial role in shaping the political landscape of the city. The campaign’s ability to navigate these obstacles will be key to its success in the upcoming election.
