Swiss Officials Seek to Avert Major Tariff Increase with U.S. Negotiations
Swiss President Karin Keller-Sutter met with U.S. Secretary of State Marco Rubio in Washington, D.C., as part of ongoing discussions aimed at preventing a significant 39% tariff on Swiss goods. This potential tariff could have a major impact on Switzerland’s export-driven economy, which relies heavily on international trade.
The situation escalated when former U.S. President Donald Trump announced the high tariff rate, marking one of the steepest increases since his administration began its global trade policy overhaul. The move has left Swiss officials scrambling to negotiate a more favorable outcome before the tariff takes effect.
Keller-Sutter and Business Minister Guy Parmelin traveled to Washington for last-minute talks designed to reduce the tariffs. During these meetings, the Trump administration reportedly pushed for Switzerland to increase its purchases of U.S. energy and defense products. Parmelin had previously suggested that buying U.S. liquefied natural gas (LNG) could be an option to secure a better deal.
"Look at the European Union, they promised to buy LNG. Switzerland imports LNG too — maybe that's one path," Parmelin said over the weekend. This approach mirrors the EU’s recent agreement with the U.S., which secured a 15% tariff rate in exchange for commitments to purchase $750 billion worth of energy products over the next three years.
While the EU did not formally commit to buying more U.S. arms, it indicated that U.S. suppliers would benefit from increased defense spending aligned with higher NATO commitments. These concessions were seen as crucial in securing the deal.
Switzerland already has existing military contracts with the U.S., including a 6-billion-franc order for Lockheed Martin F-35A fighter jets. However, some Swiss politicians have called for the cancellation of this deal due to the ongoing trade dispute.
Economic Concerns and Industry Impact
The looming 39% tariff has raised serious concerns among Swiss business leaders. The U.S. is a major market for Swiss exports, including watches, machinery, and chocolate. If the tariff is implemented, industries across the board could face significant losses, with job security for tens of thousands of workers at risk.
Swiss cheese producers are particularly worried about the potential impact. The U.S. purchased 11% of Swiss cheese exports, such as Gruyère and Emmentaler, last year. Producers like Anthony Margot, a fifth-generation cheese maturer, expressed concern about the difficulty of finding alternative markets.
"The taxes are enormous," Margot said. "We can't replace a market like the United States overnight."
The Swiss Market Index reflected these anxieties, dropping 1% in early trading on Wednesday ahead of the tariff implementation.
Efforts to Win Over Trump
Following initial discussions with U.S. Treasury Secretary Scott Bessent and Trade Representative Jamieson Greer, Switzerland had reached a draft agreement in early July that included a proposed 10% tariff rate. However, Trump’s decision to impose the 39% tariff came after what some U.S. officials described as a tense phone call with Keller-Sutter.
Despite the challenges, Swiss officials remain focused on securing a favorable outcome. Claude Maurer, chief economist at the Swiss think tank BAK Economics, emphasized the importance of winning over Trump himself.
"Whoever is best positioned to make that happen will be important," Maurer said. He noted that while the exact details of negotiations remain unclear, the mutual interest of both sides in finalizing a deal is evident.
As the deadline approaches, Swiss officials continue to meet with U.S. business leaders and industry representatives to discuss the implications of the tariff and explore potential solutions. The outcome of these discussions will have far-reaching consequences for the Swiss economy and its relationship with the U.S.
